Just a scary creature which looks like a human... She has on her head objects which measures the passage of time like an Hourglass, a clock and a sundial. The moon on the background reminds the lunar calendar, an other way to count the time...
The time afraid me a lot... I'm like this little gold fish on the hourglass... His time is counted... Nobody is eternal... The fish's bloods seems to permit her to live...
The smoke represents creature's breath, so cold... She is insensitive...

I really love her hair and all the details you involved. I suppose a Lady Time is always a little werid character due to the responsibility and knowledge she has to handle so your design really fits the character. I also like the idea of water combined with the flow of time, that surely is her element. All in all you combined a lot of elements which are usually considered as dealing iwth the subject like the moon, water, the hour glass and the beautiful sun watch (is that what you call it in English? oO). It's a cool idea to use the sun watch as an accessoire for her hair. I'm a fan of complicated and delicate hair design so this is really what strikes me the most about your painting. I hope there is a lot more to come.
Sorry I can't offer a critique - way too broke to be spending money on a premium membership right now. Anyway, I really like the piece as a whole. The way her hair seems to pool about her makes me almost think of it as a continuation of the fish's blood, keeping her alive. (I thought of that after reading the description, of course) The colors are consistent but don't give a real feel of temperature. I love that. It really keeps the fantasy, surreal aspect of the picture alive.
The only thing I find unfavorable is the illustration of the breath. By making it like a stream, it keeps the flow of the work as a whole constant, and does add to the almost chill it possesses. But with Lady Time surrounded by water already, it almost makes the breath look as though she is controlling water through air, moving the flow of it like she does time. Maybe a more... Puffy shape would be appropriate. Or, if she were breathing through something (like a cigarette), it might make the stream seem more natural to be shaped that way. Cool, gray and pale blue tones would keep it seeming cold, almost brittle. I don't think something overly puffy like a cloud would be good, but when directly from the mouth, breath doesn't have much tendency to swirl about like smoke.
